Choose Senda if

Registrar Corp and Senda do different jobs. Registrar Corp files with FDA: the facility registration, the product listings and their renewals, and it answers FDA as your US Agent. Senda files nothing with FDA or CBP, is not a US Agent or Responsible Person, and gives no legal advice.

What Senda does is the part that repeats. Each cosmetics shipment carries products that need their registration and listing numbers on record, a certificate of analysis and an INCI list, an invoice that matches the packing list and the bill of lading, and a duty figure your broker can check. Senda keeps all of that on the shipment and names what is missing before it arrives.

Duty is one place the shipment side matters. Lines such as 3304.99.50 carry a free general rate, yet Korean goods on them pay 12.5% Section 301 duty under heading 9903.05.71 (91 FR 47318); U.S. note 52 does not exempt heading 3304. Senda stacks that line on the estimate with its source, so it is on the shipment before your broker sees the entry.

Sunscreens and SPF products are OTC drugs in the US, not only cosmetics. Their drug registration and listing are specialist work, and Senda does not do it.

What does Senda do with our MoCRA registration?

It records the facility registration and product listing numbers against your suppliers and product lines, checks every cosmetics shipment against them, and puts a MoCRA section in the packet your customs broker receives.

Does the MoCRA small-business exemption change any of this?

The exemption, for businesses under $1M in average annual US cosmetics sales, covers only GMP and registration and listing. Your shipments still need their documents and their duty worked out. Ask your agent whether the exemption applies to you.

How much does Senda cost next to Registrar Corp?
