Choose Senda if

Registration is done, and the work now is every shipment: numbers, CoAs and INCI lists in place before it lands.
Your Korean suppliers send invoices in Korean, and someone retypes them.
You want the duty on each line, Section 301 included and each rate sourced, before your broker prepares the entry.
Your broker asks for the same documents on every shipment, and you send them one email at a time.

Choose Obelis if

You need a US Agent for a foreign facility, and someone to prepare and submit your FDA facility registration and product listings and keep up the renewals. Obelis does that. Senda does not.

No. Senda is not a US Agent or Responsible Person and files nothing with FDA. Keep Obelis, or another agent, for that. Senda records the registration and listing numbers your agent obtained and checks them on every cosmetics shipment.

Does Obelis handle our shipments?

A shipment, customs or duty service is not covered on the pages we read (30 September 2026). Obelis's pages describe port detention and border holds as risks of getting registration, listing or labels wrong. Senda works on the shipment itself, and your own customs broker files the entry.

We qualify for the MoCRA small-business exemption. Does this still matter?

The exemption, for businesses under $1M in average annual US cosmetics sales, covers only GMP and registration and listing. It does not change what arrives with each shipment, and Senda's shipment checks run either way. For what the exemption means for your business, ask your US agent or counsel.
