Which one to pick

Which one fits depends on the job.

Choose Senda if

You import Korean cosmetics every month and the registration is already done.
You want the MoCRA numbers, the certificate of analysis and the INCI list checked before a shipment arrives, not after a hold.
Your supplier invoices arrive in Korean, and your broker asks for the same documents on every entry.

Choose MoCRA registration services if

Your company makes or fills cosmetics outside the US and needs a US Agent, with facility registration and product listing filed and renewed. That is their work, and Senda does none of it.
You need a label, formula or safety substantiation review, or a Responsible Person in the EU or UK as well as the US.
You sell sunscreens or SPF products, which are OTC drugs in the US and need drug registration and listing.
A shipment is already detained and you need someone to work it with FDA.

Registration is one filing. Every shipment after is the job

A MoCRA registration service does the regulatory filing. It registers the facility, lists each product, renews both, and answers FDA as your US Agent. Many also review labels and safety data. Senda does none of that: it files nothing with FDA or CBP, is not a US Agent or Responsible Person, and gives no legal advice.

Once the filing is done, the work moves to the shipments. Each one carries products whose registration and listing numbers belong on record, a certificate of analysis and an INCI list, and an invoice that has to match the packing list and the bill of lading. Senda keeps all of it on the shipment, checks it before arrival and hands your customs broker one packet.

Duty is part of that work. Korean cosmetics on free-rate lines such as 3304.99.50 pay 12.5% Section 301 duty under heading 9903.05.71 (91 FR 47318); U.S. note 52 does not exempt heading 3304. Senda stacks that line on the estimate with its source, for your broker to confirm.

Senda is shipment software with MoCRA readiness built in. It records your registration and listing numbers and checks each cosmetics shipment against them. The registration and listing themselves are filed by your agent, not by Senda.

Can Senda replace our MoCRA registration service?

No. Senda cannot act as your US Agent, and it does not register, list or review labels. Keep your registration service; Senda runs every shipment after.

Does the MoCRA small-business exemption remove the need for any of this?

The exemption, for businesses under $1M in average annual US cosmetics sales, covers only GMP and registration and listing. Documents and duty still come with every shipment. Your agent can tell you whether the exemption applies to you.
